Zwitserland: Het medicinaal gebruik van cannabis wordt vanaf augustus 2022 legaal

De Zwitserse regering heeft op 22 juni besloten om het verbod op cannabis voor medisch gebruik per 1 augustus op te heffen. Patiënten die het middel medisch voorgeschreven krijgen, hoeven niet langer uitzonderlijk toestemming te vragen aan het ministerie van Volksgezondheid. De verkoop en consumptie van cannabis voor niet-medische doeleinden blijft wel verboden.

Het parlement steunde de wetswijziging in maart 2021. “De beslissing om een op cannabis gebaseerd geneesmiddel voor therapeutische doeleinden te gebruiken, zal bij de arts liggen, in overleg met de patiënt”, aldus de regering. De vraag naar behandelingen op basis van cannabis is sterk gestegen: het ministerie van Volksgezondheid heeft in 2019 3 000 uitzonderlijke toelatingen afgegeven. De wetswijziging betekent ook dat de teelt, verwerking, productie en handel in cannabis voor medisch gebruik onder de Zwitserse regelgevende autoriteit zal vallen, net als bij andere verdovende middelen voor medisch gebruik zoals cocaïne, methadon en morfine.

Switzerland: The medical use of cannabis will be legal from August 2022 on

The Swiss government on 22 June decided to lift the ban on cannabis for medical use from 1 August. Patients who are medically prescribed the drug will no longer need to seek exceptional permission from the health ministry. The sale and consumption of cannabis for non-medical purposes will remain prohibited.

Parliament backed amending the law in March 2021. “The decision to use a cannabis-based medicine for therapeutic purposes will rest with the doctor, in consultation with the patient,” the government said. Demand for cannabis-based treatments has risen sharply, with the health ministry issuing 3,000 exceptional authorisations in 2019. The law change will also mean that the cultivation, processing, manufacture and trade of cannabis for medical use will be subject to the Swissmedic regulatory authority, just as with other narcotics for medical use such as cocaine, methadone and morphine.
