Wereld: Meer dan 180 maatschappelijke groeperingen roepen op tot meer transparantie bij de INCB in het kader van haar cannabisinitiatief
Een jaar na de formele erkenning van het potentieel van cannabis als medicijn door de Verenigde Naties roepen 181 ngo’s, waaronder de IACM, op tot meer transparantie en verantwoording bij de INCB (International Narcotics Control Board), met name in verband met haar Cannabis Control Initiative. Op 2 december 2020 heeft de Commissie voor verdovende middelen (CND) van de Verenigde Naties cannabis opnieuw op de lijst geplaatst, waarbij voor het eerst de medische eigenschappen van cannabis werden erkend.
De INCB, een orgaan van de Verenigde Naties, heeft echter zijn eigen “Cannabis Control Initiative” gelanceerd. In een open brief aan de secretaris-generaal van de Verenigde Naties, António Guterres, vragen de maatschappelijke groeperingen uit 56 landen
– Maak de INCB-documentatie openbaar zoals andere soortgelijke VN-organen;
– Opt-in voor het online toegangs- en archiveringssysteem voor VN-documentatie;
– de raadpleging van het maatschappelijk middenveld uit te breiden tot alle werkterreinen van de INCB
– schriftelijke bijdragen van niet-overheidsactoren te vragen en te verzamelen;
– NGO’s en niet-overheidsactoren toestaan om als waarnemers deel te nemen aan INCB-vergaderingen;
– op grotere schaal “landenbezoeken” afleggen, naar het voorbeeld van de jaarlijkse evaluatiemechanismen van de mensenrechtenorganen.
Ook PGMCG heeft deze actie ondersteund.
World: Over 180 civil society groups call for greater transparency at the INCB within its cannabis initiative
One year on from the formal recognition of the potential for cannabis as a medicine by the United Nations 181 NGOs, among them the IACM, call for greater transparency and accountability in the INCB (International Narcotics Control Board) , particularly in relation to its Cannabis Control Initiative. On 2 December 2020 the United Nations Commission on Narcotic Drugs (CND) rescheduled cannabis recognising its medical properties for the first time.
However INCB, a body of the United Nations, has launched its own ‘Cannabis Control Initiative’. In an Open Letter to the United Nations Secretary-General, António Guterres the civil society groups from 56 countries ask:
– Disclose INCB documentation like other similar UN bodies;
– Opt-in to the UN online documentation access and archival system;
– Extend the civil society consultations to all areas of work of the Board;
– Call for and collect written contributions from non-State actors;
– Allow NGOs & non-State actors to participate as observers in INCB meetings;
– Scale-up “country visits,” inspired in the human rights treaty bodies Annual Review Mechanism.
