Malta: Het land legaliseert als eerste in Europa de thuisteelt van cannabis voor persoonlijk gebruik
Malta gaat cannabis legaliseren. De burgers zullen thuis cannabis kunnen kweken en cannabis social clubs kunnen oprichten. Het wetsvoorstel staat ook het kweken van maximaal vier cannabisplanten thuis toe. De planten mogen echter niet zichtbaar zijn vanaf andere plaatsen. Wanneer consumenten thuis cannabisplanten kweken, mogen ze maximaal 50 gram gedroogde cannabis in huis hebben. Cannabisconsumptie in het openbaar zal verboden zijn, tenzij de persoon toestemming heeft om het om medische redenen te gebruiken.
De wet op de cannabishervorming moet nu door het parlement voor de derde lezing en de eindstemming. Verwacht wordt dat het medio december 2021 wet wordt. Het legalisatieproces begon dit jaar, toen het ministerie voor gelijkheid, onderzoek en innovatie van het kleinste land van de EURopean Unie in oktober 2021 een wetsvoorstel indiende om de wet op cannabis te hervormen.

Malta is to legalize cannabis. Its citizens will be able to grow cannabis at home and establish cannabis social clubs. The bill also allows growing up to four cannabis plants at home. However, plants shouldn’t be visible from other places. When cultivating cannabis plants at home, consumers can keep up to 50 grams of dried cannabis in the household. Cannabis consumption in public will be forbidden unless the person is authorized to use it for medical reasons.
The cannabis reform bill has now to pass in parliament for the third reading and final vote. It is expected to become law in mid-December 2021. The legalization process started this year, when the Ministry for equality, research and innovation of the smallest country in the EURopean Union introduced in October 2021 a bill to reform law on cannabis.
